Oleanders are super easy, you can propagate with almost any soil, but commercial potting soil makes keeping it moist easier. I like to leave in partial shade and water once a day, never letting the soil get dry until you have some growth. You don't need to leave any leaves on the cutting either, if you do, cut them in 1/2. You can use hard or soft wood, but right in the middle seems to work the best/fastest/durable, 3/8 to 1/2 inch soft-ish wood will yield great results (1-2 year old stems). It'll take around a month to see some action, longer if you try too early in the year.
