Why, instead of a tail rotor, simply use a tail boom in the form of a wing with a variable angle of attack, slats and flaps, which will be blown by the main rotor, creating a lifting force on this wing that compensates for the rotational moment of the helicopter and carries out heading control? What is the difficulty?

One problem is that it wouldn't work in autorotation. It might not even be effective enough in normal operation.

That's the law enforcement variant of the h160 (which is basically the civilian one with some sensors added) used in the video. A large portion of Western military transport helicopters have civilian/law enforcement analogs built on the same frame but without all of the military stuff. It's just a way for the companies to make more money than just selling to the military. Anyone who has enough money can buy an h160.

Question I always wondered, why do (especially larger/military) helicopters mount their lift rotors on a minor slant angle? Is it to account for stabilizing with the weight behind it when loaded up or does it have a different purpose?

Yes sir, it is for aero dynamic stability, it's to prevent tail rotor roll.. else big helicopters n small ones hover with a slight tilt to either side depending on the direction of rotation of the main rotor n the distance of the tail rotor position from the main rotor hub.. so by mounting the tail rotor on a pylon, u negate some of that tilt but to correct it fully they tilt the pylon to the opposite side of the roll.. it also depends on the tail rotor type.. like a pusher type or a puller type..
