When very young my Grandfather and his two brothers went fromThunder Bay, Canada to Britain and joined the British Army during WW1. Then, he joined the Canadian Army in WW2 and became an RSM. Yet he had less medals than those "lads". Not easy to get medals in the Commonwealth. Take the Korean Conflict where Canadian soldiers got basically nought yet got commendation from the US President.
