Guys I found it. Go to cellular>cellular data network>scroll down to see personal hotspot and fill in. Go back normal setting>turn on cellular data to turn on hotspot. You’re welcome :3

To anyone that says it’s not working: Swipe diagonally to bring up the control center and press and HOLD on the screen recording and a menu pops up with the option to turn the microphone on. Mine wasn’t working, the microphone was turned off by default, hope this helps ^^

This headache you are experiencing is called handoff. To shut it off with your iPad, iPhone, and iPod touch: Go to Settings > General > AirPlay & Handoff. Turn off those options and viola!
