That scary image was of a little girl who's parents were shot to death by American soldiers at a checkpoint set up by the American military in her city in Iraq. The parents didn't slow down in time before the soldiers riddled the car with bullets. Their three children which includes this little girl were found on the floor of the backseat with their parents blood all over them. Wikileaks documented this along with hundreds of other similar events that happened at U.S. military checkpoints in Iraq.
