One key point that the Doc omitted was that, while it wasn't a riot, there were many incidents of smashed windows and looting downtown in the SCF games leading up to game 7. I recall reading about people "window shopping" well before game 7 with the plan on returning after game 7 (win or lose) to do a smash and grab. This combined with '94 is why many Vancouverites were pretty sure this was going to happen.

This is why Vancouver was unable to host any playoff watch parties downtown since they finally did it this year but in a residential park 5km from downtown, and yet other Canadian cities like Edmonton, Calgary, Winnipeg, and Toronto have done it all safely because those events are ticketed and have security checks.
