Now I see how the raccoons are getting thru my electric fence . Only way to keep them out would be those poly electric fences. They are over 150.00 bucks. That just isn't feasible.

If you have metal fence posts, you could try alternating live wires and grounded wires.

A real eye-opener. I'm planning an electric fence to keep out raccoons, and now I see I need to do a better job of it. To upgrade an existing fence, maybe loop some chicken wire over the top?

Yup you need a solid chicken wire fence/tall, and have the electric wire where they have to climb and get shocked, as their one foot is grounded while they grab the electric wire - boom!

I don't know racoons at all, they seem very furry which will defeat the elec fence wire which work best on nose to paw pads conduction paths, that being moist flesh.They might need an electified floor (mesh) to stand for paw-to-paw electric path.
