You are highly welcomed is correct, its just your not using it in the right situation. It is NOT a phrase used to welcome guests or others in a typical fashion. Its a two fold statement. Its used to denote two different meanings and is given in public, one to the one receiving it as well as secondary broader statement to the other guests who may be present. Its used to show favoritism or rank upon receiving a guest or to note to individual for whom the party or proceedings are taking place. In particular during court-era where the one hosting the party may be of significantly higher social rank than the actual person the party is for. Then this person would be their highly welcomed guest to which the others should also show their favor.

What??!! Where are you from? In America, it’s plaTOE. The stress is on the second syllable. You can blame French for the stress and pronunciation. (The Greek guy Plato is, however, PLAYtoe.) The stress on the wrong syllable will make this word unrecognizable to anyone who lives on a plateau in America.
