They are only looking at "violence against women and children", but women can be just as violent and abusive. Shouldn't we look at all family members both as victims and as perpetrators and perform a thorough investigation. But we aren't, we assume the woman is the victim, solving nothing. They already have their assumptions, so have all the other govt orgs, so they will never find the actually causes because they aren't looking for them. They already assume they know what it is, hence the rates a family violence is not dropping. We must remember that it is family violence, not men's violence that is the problem.
