One theory as to why Chopper’s bounty is so low is because the World Government doesn’t people/Bounty Hunters trying to cash in the bounties with animals that look similar to the Wanted creature in question. In Chopper’s case, Raccoon dogs or Reindeer.

Concerning treating royals as normal people... It's more common that they bsolutely would not accept you treating them normal. It would be considered an insult to their station to treat them normal. Hell, there are still countries today where insulting the king will literally get you tried for treason.
