Dude, you have a great idea for a Harley Quinn fanfic there. But I think you need to establish first which version of Harley Quinn that serves as a base template. Arkham Harley is absolutely cruel and sadistic so she is basically beyond saving (and no, she is NOT the same version as in that awful kill the justice league game). BTAS version is I think the most perfect base for redemption story, especially after watching Harley's Holiday and Mad Love. I agree with most of the things you would've done differently, but a few differences to what I would've done: > Make Harley and Batman fall in love. They both have that "i can fix him" attitude to a fault, and they both had paid dearly for it (Batman's unwillingness to kill the Joker had led to so many deaths, while Harley's belief that she can fix Joker when no other psychiatrist could had led to her getting manipulated and turned into his personal punching bag of a girlfriend instead, yet she's still having this wishful thinking that one day Joker might be saved). This shared trait is probably what could make them really relate to each other. If she agrees, she would be given monthly allowance (in cash), a bugged apartment room, she has limited access to a miniaturized Batcomputer and her job is to help Batman identify Joker's hideouts, associates, and hidden traps/bombs planted all over Gotham or stuff like that. As an additional security measure, she will be visited by either Batman or the other members of the Bat Family on occasion. After this probationary period, if she does well and can be trusted, she would gradually be granted access to the Gotham clock tower hideout, and later even the Batcave. She would also be given gadgets and martial arts training that would prepare her to become a full-fledged superhero. And of course all this superhero business is not forced upon her, she can quit whenever she wants and maybe chooses to start a new life out of Gotham, but in this story, she chooses redemption.
