Roof venting is a USA thing. The building is auto mechanics so will have gas cylinders, vehicles, tyres, fuel and other very compustible and explosive materials. There is no way they will send firefighters into that.

The tractor is gone and the trailer and load are beyond salvation. At this stage the brigades only function is to make sure the fire is contained

Looks like a rural area, there may not have been any hydrants or ponds in the area. Fire trucks do not hold unlimited water.

Eastbourne is quite rough compared to other parts of Sussex when you think about it. I was at Eastbourne train station one day, waiting for a train home after visiting Granny (who is coming on in age and is no longer in the best of health). While I was waiting, I noticed a group of kids, one of whom told a security guard that he had a tag. It was heavily implied that the tag in question was an electronic one. The sort of tag used to enforce house arrest or a curfew.
