If the rules were correctly followed, nobody would have been able to lap, meaning that Max would have had multiple cars between him and Lewis on the last lap that he’d need to pass. Alternatively, the race would have finished under the safety car as we’d have to wait for EVERYBODY to lap and not just the cars between Lewis and Max. Based on the rules, if Merc pitted Lewis they’d lose track position and the race would finish under the safety car, or they’d need to pass multiple cars before even reaching Max. They blame others because the rules were changed and broken on the spot, something which you can’t predict.

Main thing is that rules allowed for either no lapped cars to unlap, meaning Max would have to pass 5/6 cars on the last lap to even reach Lewis, or all lapped cars to unlap, which would have taken longer than one lap and race would finish under safety car Race director changing rules on the spot isn’t “puck not bouncing your way”
