Yes I would fish with it. Crappie, sunfish and bass have excellent red color vision. Also, more lure bodies need to be black on the bottom. When fish see it from below, they see it contrasting with the sky. Baitfish have light bellies so they blend in with the sky and predators dont easily see them.

Awesome. They’ll work. I made mine with some T-post that has holes same as your angle iron. I used 1/2” rod on the back ones but 3/8 up front. Mine holds four rods in front center two off each side in back.

Be hard to adjust rod tip height from the water. Typically you want the tip close to the water. Between 6-12 inches from the water

Redneckineering at its finest! Thanks for the ideas. An idea for the metal bar is they make a square tube that has the holes on all 4 sides. That might be more sturdy.
