A large amount of oil rigs do float. If they're out in the open ocean, building a connected platform to the seabed would be as effective as building a flying house. Either it would be too expensive and hard to build, or the currents would snap the supports. Only coastal rigs are efficient enough to be worth seabed supports.

Coming back to this just after I had a lightbulb moment while thinking and theorizing. The rig is called the Beira D, which just so happens to sound like the word "Burried" especially if pronounced in a Scottish accent. The foreshadowing of this game is incredible.
