Nah, they're just playing a scene. Basically, the whole song is telling about different households forced to share the meat of a cat under hard times, the refrain being "It is true, it really is!". Towards the end, the two on the right end up simulating some gossip-argument. One of them acting sceptic about the veracity of the story. One of the exchange being "-So is it all true? -Of course it is!" the bass player tries to mingle in affirming its true and gets shooed away by the guitarist playing the "sceptic one". They're just imitating countryside tattletales getting worked up over silly rumours, no actual hard feelings in the video.

I think this is in Ingrian Finnish dialect (since Tuutari is in Ingria and it sounds like eastern Finnish) so I don't understand all of it, but I'll try to go by ear and make a clumsy translation. @@Pteromandias most likely not, the communism reply was a sarcastic one. Also I doubt any sane Russian Finn can be pro-soviet after what the gov done to them. The ww2 deportation was borderline genocide.
