I rarely buy 3 star skills or mods and I don't buy 4 and 5 stars. you get 4 and 5 star parts as prizes in events. Team Escapes give them a lot. Also if you do the daily treasure hunts as you get a higher count of days you get better rewards. I get 4 and 5 star parts from treasure hunts almost every day.

start with low level parts for whatever slower class the car fits in and use it there until you get better parts for it. a lot of times cars are better in their lower classes for competition anyways.

The r35 model is a mod you can download for free. its a police r35 mod. I don't remember the website its posted on but its free, no need to purchase. The hot wheels paintjob does not come with the mod and is something I made personally and is not shared publicly available.

Banjee: Nobody gets the jump on the Road Beasts! *Everyone then says, "Screw the green light!" and chases after Kurt and the CLYP drivers. Them just going after Kurt and not even giving a damn to wait for the green light to start the race told me that shit was about to go down. Kurt was kicked from the competition and now everyone knows he was a rat amongst the other drivers. A deleted scene reveals right before Kurt and CLYP drivers race out of nowhere that Dan Dresden was now filling in as the leader for Street Breed. The chips are down and now that Kurt and CLYP have a head start on everyone from going AWOL, he and CLYP have to be kept away from the Wheel of Power. I'm gushing so much that I'm starting to nerd out about it. Kinda ignites a fire inside me that also makes me want to race after Kurt and stop him.
