So, i gather your technique to teach is to put the dog on an elbows on the floor down, then reach your hand under the belly?

We start the bow from a stand initially, depending on the dog we will use a hand under the belly to help with positioning. From there once the bow is consistent, adding a cue to it often helps! Then yes, from the down we try the verbal cue to see if the dog can generalize (often not)... then if needed we use a little hand tap under the belly to help :)
