I'm Liverpool born and bred but I hardly understood a word of the commentary. Presumably the video started from the Garston end of the city but no indication of what we were seeing en route. Needs some drastic revision I'm afraid !

I HAVE JUST SEEN A VIDEO (FROM 2022) WHERE 2 LOCAL BLOKES WENT UP THE TOWER ...ALL THE WAY UP ,...THEY SHOWED US ALL THE CLOCK MECHANISMS (OF THE TIME)...BUT ON THE PENALTIMATE STAIRWELL THEY WENT OUT OF THE TOWER TO SHOW US THE VIEWS AND THE SURROUNDINGS....THEY ARE BEAUTIFUL ....AND THE TWO RIVERS ON A HIGH TIDE...THE DAY THEY WENT UP IT WAS VERY WINDY INDEED !...BUT I LOVED IT ....LETS JUST SAY ...IT WAS WELL WORTH THE CLIMB...THEY ALMOST COULD TOUCH THE CLOCK UP THERE.....THE STAIRWELL IS QUITE NARROW (AS YOU MIGHT EXPECT)...AND RUSTY ....BUT.... It has been many years since l last saw the Liverpool waterfront. Clearly, a huge change for the better has been taking place. Shame the video did not highlight the new bridge in more detail. What was your mode of transport? I, too, had difficulty with some of the commentary, not helped by the noise from your transport.
