Everybody can "impersonate" Donald Duck, even little children, as it doesn't really require any vocal ability or acting ability or observation ability, there's no risk of failure taken, no risk of a bloop. It's a super easy pick. Rather than saying "no, I can't" - "OMG Tom Cruise cannot do something??" - or trying and it not resulting as the best impersonation ever, he picked the simplest stuff and pretended it was a big deal
