my question is around the D ring extender and if it allows for a 6 foot shock absorbing lanyard to be attached? The standard states only a 6 foot free fall is allowed and this set up would allow for 7 1/2 foot free fall.

I can absolutely guarantee you he is NOT a power quality expert. Being an electrician doesn't make you an expert at anything except running conduit and pulling wire. If you want to be a power quality expert you should go get an electrical engineering degree and then after years of experience as an EE in the power field then you might be able to call yourself a "power quality expert."
