You need to tell that to Porsche, Ferrari, Lamborghini, Audi and Aston Martin. The "Le Mans Cup" doesn't own any rights over these cars. Also those cars are raced in countless championship worldwide, not only in MLMC. Ultimately, these cars are not in Gran Turismo 7 because Polyphony Digital is not taking the time to put them in the game. Considering that they already got the licensing for all the brands that I've mentioned.

What @ananastudio said, but also 'sell the rights' is a pretty old school way of thinking. These modern car games are basically turning into car ads, so it's often the other way around these days, car companies pay to have their stuff featured.
