The designers said this was intentional because Sonic was supposed to be the only character to be able to use the karts or be EVEN in the level of Twinkle Circuit. They used his model to get a feel for how to implement the bumper car gameplay. Thats why this seems like it fits so well. It was designed to be a Sonic only level.

Im crying...I wanted this mashup...its beautiful. The sound designer for SA and SA2 really outdid theirself. Moreover the games are like a time capsule (Much like Phantasy Star Online for the Dreamcast) in platforming game design and shaped the way how future games contextualized the 3D replay for Sonic The Hedgehog. I will always say SA's ost was a life changer and such a memorable soundtrack for all Sonic fans.
