You are correct! Jace is right. If a silver haired bastard challenges him for the throne after Rhaenyra dies the people are going to follow the silver haired Targaryen. He was only special because of the dragon. For example if the blacksmith (Hugh) decides he should be the next king over Jace there is nothing he really can do.
