@@techusagethey should be able to talk on their watch even if it’s only GPS. As long as it is connected to the phone (iPhone is in proximity). The advantage of a Cellular Apple Watch is being able to get cellular access even when the watch is not connected to your iPhone. So to answer the original question; you might have needed to update your devices. That shouldn’t happen unless you have handed off the call to a different device.
