I tried this strategy and it was near impossible cause there was a cop at 0:49,

I had other times before where the cop had ran further towards the key room than this. I think if you do it quick enough they don't get past the door but if it does you can try and move the bench to block the shot. I find it weird that such a short amount of time can make a big difference to the cop location

@@Matthew_9762 I nearly beat the level, i was about to hijack the heli when the cop shot me, but when i was at the keyroom without that cop shooting is ultra luck, also i managed to escape that cop at the entrance of the ramp and the 2nd one at the corner, Damn only if i could managed to jack the heli if the cops didn't shot me twice, also how did you managed to jack the heli without getting shot?

@@user-vi4rl7xo5d luck, it usually happens at least once. A lot of things are kind of random. The key room is awkward, sometimes you get through, sometimes you don't

I'm assuming this is not in Caught By The Fuzz... Sometimes if you are staying still you might not be close enough for a dedicated spawn position so they won't come, try moving around if this should like the issue. Also sometimes very minimal military vehicles will spawn in a single level. Not sure why but I don't think you can avoid it
