is that a green lazer on the lower part of handguard ?

No, just a light (Streamlight TLR1). While attached lights and lasers are allowed in IDPA for some divisions, they must be mounted to the gun for every stage.

was the start position dicated as the stock touching hip, or why not just normal low ready condition?

It was dictated as the start position on nearly every stage for PCC. I actually really liked it, as it was consistent, and was essentially in parity with "drawing" a handgun. It allows for stages designers to create stages where shooters activate or do something with their strong hand at the start.
