What is that base under the turf?

Im taking out large stone paver and want to put down artificial turf. Can I level the current base (sand) cover with weed barrier then top with granite gravel. Did know if I should / needed to go back to dirt and start all over. Thanks for you insight from the North Carolina.

Ive seen some that put the membrane after the grano dust, does it make a difference putting the grano dust on top of the weed membrane?
