Think you should add some torpedoes to your kamikaze drone boats if you could make them might increase the chances of hitting the ships line up the shot send the torpedoes then go kamikaze if the boat gets hit then you still have the chance of getting threw with the torpedoes since the ship would be distracted by the drone boats and would hit below the water line so flood faster and would still need to be in dry dock to be repaired properly might be bit of a stupid idea just thought of it from playing battlefield 1 using the boats to go after the big ship ship that spawns in if you could replicate them on a smaller scale dont know if you have any torpedoes lying around or if you could make some on a smaller scale would be very difficult for the Russian ships to shoot them under the waterline just need the to go in a straight line and not dive to deep or go of in a random direction but just stay under the waterline

Unfortunately, being a surface vessel, it's weakness is its too slow when near the target, enemy warship can easily destroy it. If the drone can eventually detach a portion of its hull as a missile when near the target, say a few kilometers in a sea-skimming low level flight, the enemy ship will have difficulty shooting it down. Or you can have an unmanned surface vessel launch 1 or 2 anti-ship missiles like Neptune missiles when its near a target, there will be higher likelihood of a "hit".
