All electrical installation (sockets, switches) should be replaced. It is too risky to keep them if they contain any corrosion signs. Actually they could be cleaned manually with hard copper brush but it is just too much work to do - you should uninstall each one, manually inspect it for corrosion level, then clean it if there are only minor signs and then install it and, that is even more important, to check using thermal imager that there is no extra heat produces by loosen connection - it's not worth it from the time/money perspective.

Can you share what is done in the outdoor surrounding of house to prevent water from flood again. I never seen such situation but by certain something must be done outdoor maybe even plant water abosorbing trees could help and build some soil walls or raise the ground so house is higher up or some serious drainage system. Its difficult to restore but also the potential of flood again scenarios to prevent from happen.

Actually you wasted your time on manual work removing all plaster/paint. Special tools are for that purpose. Try to search for a Protool RGP 80-11 (or the same Festool RG 80). It is VERY expensive to buy (RUB 110-150K) BUT could be available for a short term rent at local rental tool shops.

NOTE: If U buy an 220 VAC electrical socet for big load (10...16 Amps) choose the one with the spring loaded contact. It's necessary for tight contact in socets between "mail" and "femail" contact every time U put an electric plug into a electric outlet. Later check priodically the contacts after using the home electrical equipment with high current consumption (such as Washing Mashing, Microwave Oven, Ironing Unit and so on). If the plastic around the pins is not melted and not got blacked then it's Ok. Also U can touch the pins (the mail contacts) of the electric plugs once U disconnect them off an electric outlet. A temperature must be not higher than about 40...50 Centigrates. ALSO I STRONGLY RECOMMEND to solder with a tin the ends of copper wires which are connected to the electric outlets inside. It will protect them of oxidation and provide a reliable contact. I did like that in my flat when I made the repaire.

It's great news that the electric appliances work - I wouldn't expect it, after they were submerged for so long! I think it's wise to do basics only, as you said, in order to move back in. Then you can still check the house for cracks or mold or whatever, without feeling you've spent a fortune that could go down the drain again next year! The authorities should also do their part on prevention based on the new climate factors/data because extreme weather phenomena are becoming common all around the world nowadays (last summer, rail tracks melted in India) and climate scientists say that extreme unexpected phenomena are going to be a permanent feature in our life! (unfortunately for our children's generation) However, kids should learn to be resilient against life's and nature's unexpected events, therefore I think for one day you should bring the rest of the family to the house (baby could stay with grandma for the day), so that you work together on the house. This way, the parents will demonstrate to the children how to cope, salvage and rebuild their life actively.

For sockets and switches these are simple things, nothing fancy inside, you can take them all out and try to clean them (maybe put them in some kind of solution like isopropil spirit or something) and put them back. As for the corrosion it shouldn't be an issue, as copper is not corroding with water. Taking out sockets and switches will also help drying inside wiring tubes (as water should have got there as well). Nothing should be bad with wires anyway though. I don't know how it will be in the long run with molds and stuff inside tubes.
