'at 7' is correct yet I have used 'by 7' since the advising action will be/ will not be going on some time in future. So, both can be used here. There's no mistake in it. Please don't confuse yourself. Thank you so much and keep your keen observation up.🙏

You have to decide the Voice of the sentence at first before you speak or write a sentence. If you talk about the doer of the sentence, then it is called an Active Voice whereas if you talk about the receiver who / which is not a doer, then it is called a Passive Voice. Since, here the receiver (the answer key) is inactive, it must be told in Passive Voice. So that, it has been spelt in such a way. And, thanks for your keen observation and my appreciation for your analysation.
