Because by legend, Metatron was a human transformed into an angel. It was a title bestowed upon him. He was not one of the unborn emissaries bearing the name of God like Gabri-el, Micha-el, Rapha-el, etc. Same goes for Sandalphon.

Officially in hermetic Qabalah, he rules the sphere of Gevurah. (Sphere of Mars) The Qlipha called "Samael" is not ruled by Samael himself. That's just the name. (Its official ruler is Adramelech) But in historical Talmudic lore, Samael is the great Angel of chaos who created the chaotic cosmos where Lilith was born, and he also "rode Satan into the Garden of Eden".

@StormGod-X Yes, the Zohar and the Talmud are where you're going to find most of the info about him. (Traditionally speaking) That includes Lilith's origin story with him, listed above. I believe this story can be found in the Zohar 1:5. (Book one, chapter five) Hope that helps. 🙏
