The max athletes you can have per country in any olympic event is 3. This is true for all sports with individual participants. Nothing to do with budget.

Just a note: New Zealand is not that hot and _very_ geographically different from Australia. Some parts never exceed 30 Celsius, ever. I believe Kiwi runners go overseas for altitude training and to cut down on travel time.

Regarding the Title: Nothing happens! If he withdraws BEFORE the race then he is simply replaced by another from the same Country, as long as they have met the qualifying standard. The reason given does not matter. Nothing strange about that! In Athletics at the Olympics, only 3 runners qualify for each event. This differs from other events like the World Cross Country Champs that often have 6 in a team.

Reading some of the sentimental comments here,..., I feel that the famous but aging marathoners such as kipchoge, bekele n etc will not make any medal this Olympic Paris, I will bet my money on youth, based on the current form of the younger marathoners instead of experienced old marathoners.
