There is a certain amount of conflation going on here. The original thesis for using snake plants in this way is for producing enough oxygen. Not necessarily for scrubbing enough CO2.

Takes a lot of plants to make the oxygen we need to breathe. Maybe instead of finding out which plant or organism works on keeping us alive in space how about we try to protect the ones we have here that have been looking after us. The earth didn't come with oxygen. It was the plants that changed our atmosphere from CO2 to O2. We need to keep the worlds forests and ultimately our ourselves alive. We need the earth even as we do our best to destroy it.

no need to buy more aquarium stones, use a pillowcase, filled with rocks to anchor it to the bottom, as the air gets pushed through the cloth it'll form tons of bubbles. you can see it done in mythbusters s7 ep02

Electricity in inefficient devices (high resistance) burn oxygen. So that's probably hurting your results.

You said that it only works when they are growing maybe put even a test to it where you fill the tanks half with your algae water and half with fresh water ( logically in the fresh water there should be the needed minerals and such) so that the algae can actually grow maybe the thing stopping you was that the algae slowed down growing beacause it was cramped
