it's not a capacitor, capacitors don't go PING ping PING last i checked. it's actually a bimetal thermal switch. the pinging sound is actually the mechanical noise it makes when it opperates. the dummy starter is just a fuse. the only time you will need to replace it is if the LED tube shorts out. you have a frosted LED tube. you need a clear one or bare LED's because half of the lumen output is waisted by the diffuser. and that fixture looks a bit worn out. for your situation, sugest that you install a clear (not frosted) integrated LED strip light fixture with a dedicated electronic ballast, they don't buzz. (unless your a fluorescent light nut like me and you like all of those noises). LED strips are usually much slimmer too. i'm not relay a fan of LED'S and prefer the older technology (unless i have to install LEDs) but looking at your situation. a whole new fixture with bare LED's (if possible) would suit your situation best.

I have the same problem. Swytch advised me to file the axle flats by hand & carefully. Apparently dropouts are most commonly 10mm so they make the axles that size too so as to keep a snug fit.

so that black screw part broke on mine so instead of wasting money I got a simple washer not too big or it won't fit and a bolt and BOOM it works funny enough better that the black bit but makes your hands feel like scourtched earth
