Basil II did not destroy the first bulgarian Tsardom. The Tsardom was already integrated and was taken over by Nicholas and afterwards his sons (one of which was Samuel) the country was called the Medieval Macedonia Kingdkm however the name "bulgar was so engrained in the minds of the byzantines that they labeled it as such

I completely agree with this list except for: - Theodosian dynasty: Theodosius 'the Great' is super overrated. His war with Eugenius weakened the western Roman empire and he failed to deal with the Visigoths after Adrianople, and also placed his two useless sons on the throne. I'd pick Marcian instead, as he launched successful attacks against the Huns that aided the western Roman empire and didn't really have any flaws as major as Theodosius. - The Angelid dynasty: They were all pretty terrible but I'd say that Alexios III was better at putting down revolts/rebellions than Isaakios. Still a terrible ruler though. - The Palaiologan dynasty: I'd pick Manuel II over Michael VIII. Both were pretty good, but Michael VIII caused some long term damage to the empire by signing those economic treaties with the Italians and then disbanding the Akritai in Anatolia. Manuel II didn't have faults as significant as these and did a pretty impressive job of extending the empires lifespan by about 50 years despite the dire conditions by which he ascended the throne.
