I think your spot on with the sixM angle because they are going to want to have control, I bet you will have to submit mods to be approved by rockstar or something like that. They might also make rp only servers later down the line

Hot take: Gta6 will flop because the expectations is so high, we basically want the perfect game, this is near impossible, the game won't meet expectations and thus flop.
