Ielts official idp websites states "After this second assessment, your score either stays the same or is higher, depending on the senior examiner’s rating." So when you said the marks can go down, is that some old information?

i got 7.5 too in speaking. Answers came instantly to my mind and so i rarely struggled with stuttering, but towards the end i just wanted the test to be over with so i did bad with answering questions.
