I remember something about the producers or directors saying there were too many X-men characters and they wanted to introduce a few at a time per movie. So the first ones were literally only the main four (Cyclops, Wolverine, Storm, Jean) plus Rogue for plot reasons. The second X-men film introduced Nightcrawler and showed more of Iceman and Pyro. The third film introduced Beast. Gambit actually appeared in the Wolverine solo movie.
