While it might be true that 'piss and vinegar' has other meanings, I've literally never heard it used as anything but a negative and I've lived/have family in multiple states (in the same region as Sydney too). I think what's really happening is that a) it used to mean be more broad, but has now become largely a negative and b) where it is seen as more general, is simply where it has become part of the regional dialect - like asking someone if they say coke, pop, or soda - but that's likely a very small area/pockets. Based on my experience, I would say it's closer to how "Devil's Night" or "Mischief Night" works.
