Thats the same J wide bowl plate which they made narrow plug for the cover, but i found another cover and stop blaming him he never gave the order to do such things

I am concerned that there will be subsequent diminution of driving (i.e. wheel-to-rail) friction for locomotive wheels. I wonder how that is addressed.

The grease is applied to the protruding rim of the wheels, since the wheels are turning, the grease does migrate towards the flat surface of the wheels( due to centripetal forces ), nor the rail ( the actual gripping surfaces for driving the train forward ). The grease is used to limit the wear of the side of the rails and the wheels due to lateral forces implied in a curve.
