if there is still a lien on the motorcycle, this is not going to work for you. You would probably need to prove that there are no liens (outstanding loans) on the vehicle. Hope that helps. Good luck with it.

Yes...if you're going to be doing exterior and exterior painting, you will need a specialty license. Hi David. I can't comment on the fees that have accumulated. That's not my area of expertise. I'm pretty sure it's customary with the Calif DMV for any registration fees that are in arrears to be paid current. With respect to obtaining a lost title bond, has the DMV told you they will accept one? Typically, a Statement of Facts form is required (as described in my video). Also, what is the value of the vehicle? Is it less than $10,000? I hope so. Aside from the $760 in fees, is there a lienholder showing on the title? Hopefully not...Otherwise, it will be a problem. @@buildersedge888 Mr. Lapkin, the vehicle value is only about $1800 , according to NADA. No lienholder. I have not asked the DMV if they will accept a lost title bond, but I'll ask them Monday. I think the issue is will they issue a new title to me , the new owner, without requiring payment of fees accumulated by the prior owner, (for which they are free to pursue collection against him separately, I suppose), or even better, will they issue a duplicate title to him if he asserts in the Statement of Facts that the vehicle was garaged for three years and never driven so as to never needing to have current registration fees paid? The fees are apparently for failing to file this certificate of non-operation when it was first taken off the road.

There is something you can do about those fees , if vehicle is old and falls under classic or antique category than fees have to be waved. Also if someone didn't pay the registration for many years it should not be your problem DMV has to give you new license plates for your car because those fees will stay with old license plates. You have to remember that DMV is crooked privately owned corporation and all they do milking people for money. All of that is possible because people don't know laws and regulations but if you possess that knowledge that won't be easy for them to scam you , you have to demand proof for whatever they lie you about like back fees . Back fees violates equal trade law, you don't have to pay for something you didn't use for that amount of years and you didn't sign a contract in order for DMV to claim you owe them.

@@viking100033 with all due respect, your advice sounds similar to the belief by some that income taxes are illegal and as such they don't need to pay the IRS. That excuse never works and if it's the vehicle code, I suspect a person would have a hard time arguing it. I will say, that many DMV employees are ignorant of the law. In California I had a DMV employee tell me fees were owed, because even though I wasn't the owner, I was a relative of the owner and surely must have known about the violation, and therefore was "just as guilty." It wasn't until I looked up the vehicle code and showed it to a supervisor that they relented and waived the fees, but I can't be sure it wasn't simply because it was easier to waive them than to argue with me.
