Should honestly make it so people can just use two Faceless Ones as their commanders. Being forced to only a single legendary if you opened one is really punishing if your cards in those colors are bad. If anything, the current system would make it so you don't want to open a legend since it makes your color options a lot more flexible when any uncommon can be your commander.
