The event that checks your reaction time doesn’t check if Withered Bonnie is actually in the office, because it doesn’t need to since it only decreases while he’s present. The same applies to Phantom BB or Helpy. It’s the exact same system where it checks if the time elapsed is greater than a base number subtracted by the AI times a number from 2-4. The time only elapsing when the character spawns, but it doesn’t matter if the required time is below 0.

Phantom BB checks if you've looked at him for longer than 100 - (AI * 2) in frames, but 51 AI and above is going to make that negative. Withered Bonnie checks for 250 - (AI * 4) in frames, so any AI level over 62 means you're dead on the spot. Additionally, Molten Freddy, Springtrap, and Ennard will always insta-kill you from the vent, because again, their reaction time goes negative, regardless of where they actually are on the map. They don't kill you sitting in the office, because stalling mechanics still apply.
