That's a huge amount of sugar. Usually you use 2oz of whiskey to 1/4 to 1/2 of sugar and a couple dashes of bitters.

couldn't you better have like a tray of ice? so you can put the glass in it for a few seconds. or does the ice being in the glass matter to which part of the glass you chill specifically?

That's an interesting idea! But filling a glass with ice is much faster than submerging it in a separate tray. Also, putting ice in the glass beforehand to chill the glass helps to chill the entire drink more consistently.
