Ngl its jarring and unimmersive to have to shout out "do we have too many? Can i join?" In the middle of a situation like this. Turf should be fair game. You come into turf to instigate against a gang, you should be met with whatever force that is available for that gang at that time. Plan your tactical advances properly ahead of time rather than going down to instigate because you know the gang side is hamstrung by the rule of 6. Just my opinion though.
