I mean... It wouldn't be too hard to make it in real life. Just cast a gun out of aluminum or even pewter, and put a tiny powder charge in it.

Yeah for sure! Just like any other object in Blender, water sims can have a texture applied to them, once fully simulated go ahead and click your fluid and then add a material for it, currently in Flip Fluids no texture is applied automatically.
