The stronger the threat, the greater the Power of Order is. So, 100% Hakumen and Susano'o WILL be EQUAL in power-scaling. It all boils down to who wears and uses the Susano'o Unit better. Jin, hands down, has a natural affinity for the Unit and he wears it without any ill effects even though he wasn't made to wear it.
