Sharing with you my notes for this AeHIN Hour on Architecting Governments: What can we learn from the World's #1 Digital Governments? - When the PMO and the architect are not the best of friends, the project is in trouble. Designing is one thing approving the design is another. -The value of digital is in two things, by improving collaboration and improving integration of processes/reuse. As a citizen, you are not just looking at a certain department/ministry, you are looking at the services of the government so collaboration among agencies is important. And if the government will be able to harness capabilities/services for the same person, then we will be able to drive down cost and see the benefit of digitization. -Having a national ID is very critical because this help governments support every key life event of individuals because we know who they are. -In Bangladesh, digital fellows are spread across departments/ministries who coordinate digitization across different organizations -Copy of UN E-Government Survey 2020 here publicadministration.un.org/egovkb/Portals/egovkb/Documents/un/2020-Survey/2020%20UN%20E-Government%20Survey%20(Full%20Report).pdf -Korea: established law on IT and Service promotion in 1987 which provided the direction for enterprise architecture. They work so well that they were able to monetize their IT services internationally. -UK: looked at financials, identity, messaging and communication in their key services for the digitization approach. Their focus was on what data is needed and what will drive value. Staff were trained and people are invited to intern for the public to understand the culture that is being espoused. Their early digitization plan doesn't have an end-to-end architecture but they reap success due to the following: outlook on use of technology of the people is high, government units are fast to collaborate, government was able to hone on pain points of users on the technology, and they looked in the future technology that will drive use. - Denmark: performance dashboards were prioritized for capturing online and offline data related to the use of digitization services (i.e. tracking data for no. of digital transaction taking place and no. of people who are not using digital services). Local government units were the leverage to digitization due to people's high trust on their LGUs.
