In most cases choose the constant policy of reducing inflation and never print money then i suggest you max out civilian spending since it gives you more pp and good buffs and defund your military until you need it, usually you should not have a deficit but if you do take the proper measures since if you spend more that you gain your credit score will increase more slowly
